DEADLINE FOR "LAST/BEST/FINAL OFFER" EXTENDED

Recognizing that finals week and a week of quarter break make any timely response impossible, the Board has extended its deadline for CSEA members to accept or reject its "Last/Best/Final Offer" served on the Association earlier this week.

In a September 8 letter to CSEA/OEA, the administration postponed the deadline until Friday, September 23 (the end of week one of Autumn Quarter).

CSEA has scheduled a meting for all members on Tuesday, September 20 (the day before classes begin) at 3 PM in Franklin Hall 106. The Negotiating Team will outline the Board's offer and make a recommendation about it to the membership. It is critical that you attend this meeting as part of your preparation for the beginning of Autumn Quarter.

Members will then be able to vote on whether to accept or reject the Board's offer. Voting will continue on Wednesday and Thursday, September 21-22, at locations and times to be announced next week.

The Board has called an end to negotiations and is now refusing to meet at the bargaining table. It has indicated in its offer that if faculty will not accept terms that are dictated rather than negotiated, it will implement its final offer as a contract. CSEA members will then decide whether to live with an un-negotiated contract or take other action.

CSEA FILES NEW UNFAIR LABOR PRACTICE CHARGE

In a complaint filed today/September 9 with the State Employment Relations Board (SERB), CSEA charged that the Board of Trustees engaged in bad-faith bargaining at a September 2 mediation session.

CSEA states that, by declaring an impasse in negotiations after it invited Association negotiators and a SERB mediator to a meeting September 2 to discuss "new ideas," the Board's negotiators violated Ohio collective bargaining processes. It became apparent to the CSEA Negotiating Team almost immediately that the Board's negotiators had no intention of discussing compromise and that they had used the mediator as cover for a power play.

It was the second unfair labor practice charge to arise out of bargaining that began in April. In a ruling August 25, a SERB panel determined that there is probable cause to believe that the Board committed an unfair labor practice when it imposed a new health care plan on all Columbus State employees while faculty were still negotiating benefits coverage. A hearing on this charge will be scheduled in the next few weeks.
