UNION MEETING

A meeting of union members only is scheduled for October 24, 2002 at 3 p.m. in one of the Nestor Hall Seminar rooms (unconfirmed at this time). The purpose of the meeting will be to update members on current status of negotiations at the conclusion of fact-finding hearings, and to accept from the floor additional nominations for union officers. An election for any contested position will be conducted by written ballot in the same room on October 31, 2002.

NEW ERA OF TRUST?

One disappointing discovery in our research prior to the fact-finding hearing was in the College's financial operations. In the first nine months of FY 2002 (July 2001-March 2002, the College allocated (i.e., made plans for) a little over $4 million from its Unallocated Funds balance. You'll remember that part of our drive for a fair salary schedule noted the College's $50 million in Unallocated Funds. Well, it turns out that, as soon as negotiations on our contract began in March, the College spent the next three months (April-June 2002) transferring more than $30 million of that balance into "allocations."

Our disappointment is not that the money has become unavailable for improving salaries and benefits. It hasn't. "Allocations" are basically "plans." The money is still available for any purpose. But at the same time the College's negotiator team was talking about developing a new and more trusting relationship with faculty, the administration was quietly trying to shelter its surpluses so that it could make it appear that CSEA's statements about unallocated funds were inaccurate.

FACT FINDING BEGINS

As you read this, your negotiating team is in the fact-finding hearing. The team hopes that a few issues may be settled through initial mediation. As previously reported, the fact finder will accept testimony and documentation from both CSEA and the College, producing a report within two weeks. The report will set forth resolution of the disputed elements of the negotiations. Each side will then have 14 days to either accept or reject the entire report; there is no provision for rejecting individual aspects of the fact finder's report. If both sides accept the report, contract will be drawn up for final ratification. If either side rejects the report, mediation will resume and the Association will be legally able to take other actions.
