Columbus State Education Association Newsletter of April 11, 2007

JOIN CSEA TO SUPPORT THE RACE FOR THE CURE

CSEA members will join thousands of other central and southern Ohioresidents in this year's Komen Race for the Cure to support breast cancer treatment and services on Saturday, May 19. We hope you'll mark your calendar now.

CSEA initiated campus support for the fund-raising event last year, and this year we're pleased to join Student Activities to sponsor broader participation by all CSCC employees and mobilize a ColumbusStateteam. CSEA will again provide unique T-shirts to identify CSEA members and friends who participate.

You can register for the ColumbusStateteam online or through interoffice mail.

To register online:

  1. Go to https://www.active.com/register/index.cfm?event_id=1357159&site=header
  2. Select "2007 Team Registration." Check the waiver box and the box indicating you are over 18 years of age. You do not need to do anything with the "Optional Login" boxes. Click "Continue."

NEXT YEAR'S BUDGET

At the March 15 Committee of the Whole meeting of the Columbus State Board of Trustees, President Moeller recommended that the Board plan a budget for next year that includes no increase in tuition. Given that over 50% of college revenue is based on student tuition, and coupled with a potential increase in state subsidy of 5% for the coming year, Dr. Moeller's recommendation would result in overall revenue increases of around 2%. Inflation is running at 3% and health care costs to employees continue to increase dramatically. The Board approved the President's recommendation at its March 22 meeting.

"CONSUMER-DRIVEN" HEALTH CARE COSTS FEMALES MORE

A recent study by HarvardMedicalSchoolindicates that high-deductible health care plans favored by employers (including ColumbusState) wind up costing women more each year than men.

Women's annual medical expenses are higher because of the need for regular office visits, mammograms, cervical-cancer vaccines, Pap tests and pregnancy- related services. According to Dr. Steffie Woolhandler, the study's lead author, "When an employer switches.employees to a consumer-driven health plan, it's the same as giving all the women a $1,000 pay cut, on average, because women on average have $1,000 more in health costs than men" each year.

Over the past several years, the College has held its insurance costs neutral by transferring all cost increases to employees.

GRIEVANCES SETTLED AND PENDING

CSEA Association Representatives have recently settled several grievances at Step 2 in the grievance process and filed several others to clarify interpretation of language in our imposed work terms.

A grievance in the Modern Languages Department resulted in a faculty member receiving pay for substitute hours worked during scheduled office hours the first week of Winter Quarter. A lead instructor had asked her to cover a classroom that had no instructor for the initial class meeting. She had re-scheduled the office hours she would have been holding at the time but been denied pay.

Two grievances in the Developmental Education Department, both related to hiring committees, also settled recently. In one, the college agreed to require the chair of the Developmental Education Department to provide three (3) work days for full-time faculty to meet and select the tenured faculty members who will serve on the department search committee. In the other, the College agreed that "when faculty in the Developmental Education Department meet to select their representatives for a search committee, that meeting is the time to share or discuss any issues." The College continues to maintain that it is management's right, and within authority of the department chairs, to determine the appropriate qualifications for faculty positions rather than for faculty with professional expertise in a content area to set these job requirements.

Two grievances are pending. One challenges the assignment of a new faculty member to an office in a building away from his department even though several offices are vacant within his department. The other challenges actions in which the President, Provost and Acting Dean of Arts & Sciences intervened to override teaching assignments by a department chair that required the same new faculty member to work exclusively away from the main campus.
